Call Manager 9.1.2 does not require any licenses to activate the system. It will run for a full 60 days with 0 licenses.
If you wish to migrate the CUWL PRO licenses, you will have to open a case with TAC Licensing to get them migrated. This is best done during the 60 day window because they will require some information from your new environment to migrate the licenses.
