I have enable all the required Service and service parameted zero duration call flag but still did not get it on my Billing,Do I need to resart any Service to have these work Knowing I am getting all INFO for CDR except the Zero Duration Calls.

Have you enabled CDR in all servers where calls are handled??

Yes Java I have enable All the services and the Service parameter Too ( Zero Duration Call Flag on all the servers) For me Looks like DB Issue I do not have any idea how to troubleshoot it.
