How do I set the Phone Controlled User

A phone can have an owner, I also understand there is a setting for a user to have control of a phone in addtion to being an owner of the phone, but I can't find where to set this.

I'm using third party that has a setting to add a user to control the phone, and it also has a setting to set the user the phone is controlled by.

Where do I set the user that controls a phone?

Go the end user or application user and you'll see a section for controlled devices.
