Is the phone license required for Call manager express or the license on the voice gateway enough for operating the phones ?

A device license is required for the phones on CME. The part numbers are
FL-CME-SRST-5=
FL-CME-SRST-25=
FL-CME-SRST-100=

What about the below licenses ,i think it is required as well .

Yes , they are also required , every phone requires a CCME license when you buy it.

I found this command to activate the evaluation license of the CME from 60-days to 12-years
license accept end user agreement
the license name is UCK9
but I'm asking here for the license needed per phone
I didn't find any activation commands to activate a license related to use the IP Phones with the CME
or it is honor license won't be needed on cli ?

Hi Hytham,
Even with the newest ISR-G2 CME licensing scheme, Phone Licenses are Paper based RTU licenses (Right to Use).
Right to Use Feature licenses are not enforced. The "legal" expectation is that a license like the ones that were linked will be purchased for each phone but this is still strictly "honor" based

Base Cisco Unified CME feature license and phone user licenses that entitle you to use Cisco Unified CME are **purchased.

This post was of interest to me.
I have a query with (Right To Use License) for SRST.
The output shows that I have an Eval period of 8 weeks. Does this become permanent at the end of the evaluation period.

Hi Ian,
Here's the skinny
The ISR G2 comes with a 60-day evaluation license. After 60 days, the license changes to "right to use". The customer is required to pay for the CME-SRST feature license which is valid for 12 years.

Evaluation licenses are also temporary, and you use them to evaluate a feature set on new hardware.
You obtain evaluation licenses from the Cisco licensing portal: https://tools.cisco.com/SWIFT/Licensing/PrivateRegistrationServlet?DemoKeys=Y
Note You must go to the Cisco Product License Registration portal prior to the expiration of the evaluation license to upgrade the license status.
So, ultimately you will need to order the SRST feature and then load the corresponding license key PAK when received.

FYI. Please see update from Licensing.
Licensing functionality is working as per design here. Cme-srst licenses are honor based and hence you have to just accept the EULA. After the 60 days of EvalRightToUse the license will change to "right to use" for 12 years.

So did you notice what happened in your cme license
I have upgrade my cme and got the exact output: 8-weeks after it say 60-days before accepting the agreement after the max-ephone command
So Is this converted to a permanent 12-years license ??
I have four FL-CME-SRST-25 license papers but it don't include any PAC to get from licensing.com
it only describe the product
