Presence 6.0 licensing / functionality

I got the SW-CUP6.0-K9P licence with my CM6.0 upgrade. As I understand it, this is the server licence for a Presence Server. However, I am reading "One device license is required for each presence-aware user within Cisco Unified Communications Manager". Does this mean there is NO additional functionality until additional DLU's are purchased ? or LIMITED functionality until additional DLU's are purchased ?

It consumes DLUs from CUCM. They are the same as regular phone DLUs.
