we have unity 5.x on box failover, all config replicates from primary active to secondary inactive except loaded languages - make a change on either phone or gui language on primary and it does not replicate???

Hi Jag,
I'm guessing you may be seeing this restriction;
Note: If you have a Cisco Unity failover system, phone languages settings are not replicated between the primary and secondary servers. You must change values manually on both servers.
Failover Data That Is Not Replicated
Changes to the following Cisco Unity settings are not replicated between the primary and secondary servers. You must manually change values on both servers.
â¢Registry settings
â¢Recording settings
â¢Phone language settings
â¢GUI language settings
â¢Port settings
â¢Integration settings
â¢Media Master server name settings
