This was changed between 4.0(5) and 4.2 - it requires the PIN and UserID pair to authenticate - if either is wrong, both need to be reentered. This way callers cannot "fish" for valid user ids to hit for PW attacks later. No, there's no way to turn this off.
However in 4.2 you can enable the option to remove the need for entering a PIN at all if you are calling from a known extension (i.e. calling from your work phone or cell phone if it's been added as an alternate extension).
