Allow callers to dial an extension during greeting
Reception greeting has "Allow callers to dial an extension during greeting" checked. When an outside caller is in the greeting and dials an extension, they hear "wait while I transfer your call" and then they are put directly into that extensions voicemail -- the phone never rings.
The subscribers extension under call transfer has "Yes, ring subscribers extension" marked. So, it seems like everything is configured correctly.

If I may include something else that came to mind, could the other user's phone be forwarded to voicemail?
