Licenses are available for monitoring 1000 phones, 2000 phones, 5000 phones, and increments of 5000 phones up to a maximum of 30,000 phones per Cisco Unified Operations Manager 2.0 server.

On the price list there are licenses for 1K, 2K, 5K, 10K, 20K and 30K Phones, but none license says it's cumulative.
The Q&A text above suggests that there is a 5K cumulative license.
The customer is asking about the license upgrade costs. What is the correct information?

The licenses for CUOM and CUSM are additive. This means that you can load multiple licenses and the counts will add together. For ex., if you purchase a 5k CUOM license and a 1k CUOM license and load them both on the CUOM server then CUOM will be licensed for 6k phones. This is also true for CUSM licenses. CUOM and CUSM are separately licensed products.
