Attempt to conference PSTN calls drops both calls

Running a CUCM BE 6.1 with only a software conference bridge configured. Phones are assigned to the same device pool as the software bridge. Conference among internal calls work fine. However when a conference is attempted with two PSTN calls, both calls drop. Initial thoughts were that it relates to a codec problem however attempts to resolve that did not provide any good results. Any ideas????

H.323 and I am attempting Ad Hoc conferencing.

H323 uses natively G729 for Voip dial-peers

Do you have the codec G711 or a voice class codec (With G711 in 1st place) command on the voip dial-peer for CUCM?

I have a codec class defined but g711 is the second in the list.
