Avaya to Cisco Unity Express Problems

TAC has been trying to help me for a week on this but I didn't hear back from them today. From my Avaya IP phone I can call a phone registered to CME (2811 ISR) using G.729 or G.711 encoding. But if I don't pick up the phone (CIPC) - the phone rings three times and then displays "missed call". Meanwhile the Avaya IP phone rings no answer indefinitely. As this problem is dragging on so long I figured I'd toss out the situation to the Network Pros Universe to see if anyone might have seen this kind of issue before and how it could be resolved.
