BFD and 2901 Cisco router

I have a surplus Cisco 2901 router licensed for 'ipbasek9' and running IOS version 15.4(3)M3.  I have been trying to use 'bfd' commands but they are not available at the command prompt (Exec or config).  Is this a license issue or ?
