We have a implementation of Cisco Unity 4.0.3 VM. The customer needs to change the Greetings on the Call Handler from a phone. www/GUI is not always available. Is there a procedure for completing this?

Hello -
Unity 4.0 has support for changing call handler greetings over the TUI through the Cisco Unity Greeting Administrator. There are two methods for configuring access - here is Cisco's doc: http://www.cisco.com/en/US/customer/products/sw/voicesw/ps2237/products_tech_note09186a00801543ef.shtml

The method two on the link above doesn't work. So, you cannot get to the CUGA from your voicemail box. Only option is to directly call the number, and log into CUGA (method 1). Check this post for a detailed explanation on why method 2 doesn't work:
