call manager with bill

We have two cisco call manager that are connected with( Billy blues system ). We are receiving some duplicate entries for CDR on our billing system (Billy Blues) and charges are starting while dialing the access code and not while the other parties answer

We need solve to this problem, also if there is any helping documents please sent to me.
