call routing to an assistant

Im trying to figure out a way to:

  1. have a call come in to a line
  2. if the user doesnt pickup after 3 rings it goes to an asstant
  3. if the assistant doesnt pickup then it goes to the user's voicemail

Whatever method I use has to be browser based.  ie can use a windows application.

Any ideas?
