I have CM 8.6.2.20000-2 and a variety of phone models (6941, 8945, 9951).
I am setting up a 9951 phone with two CKEM 36 button line expansion modules. I have a mixture of speed dials and BLF/speed dials configured on the expansion modules.
Everything is set up correctly and working just fine.
However, I like to give my users the ability to manage (i.e. delete, change, update) speed dials on their own. With the plain speed dials, they can do this from their CM user settings web page. There are no options for them to manage the BLF/Speeddials. I'm assuming this is by design, but does anyone know of a way to give them access to change the BLF/speed dials?

Correct, that's WAD, BLF is ONLY configurable via CCMadmin.
Another option, which I'm not even sure as I don't work on development, is via AXL.
Someone with AXL experience might chime in and say whether it's possible or not.

Just thought I would add this reference to the great tips from Java (+5 "J")
Unified CM supports the ability for a speed dial to have presence capabilities by means of a busy lamp field (BLF) speed dial. BLF speed dials work as both a speed dial and a presence indicator. However, only the system administrator can configure a BLF speed dial; a system user is not allowed to configure a BLF speed dial.

Like not an option for you, but with CME users can set/edit/delete their own BLF and speed-dial from the phone interface itself.
