Can not add user to Untiy Connection

I cannot add user to Unity Connection,

while when i access Phone System Basics page , and then go to Edit menu the Cisco AXL Servers not activated.

Have you configured the system to use this with CUCM? If you are using CUCM, you create the users in CUCM, then Sync/Import to Connection.
