Can not change language on Unified Communication Manager 8.6.2.23900-10 Unrestricted

When can only change the language from english to french only on the publisher not on any of the subs. All of the servers have the tftp turned on.

On the rest of the servers we do see tftp request on the publisher not on the subscribers. 7921, 7911 and 7942 phones.
