Can Personal Communicator send data to 3rd party apps?

We have a customer asking if Personal Communicator can be used to trigger another app during an incoming call event. Can you somehow "tap" into the application to scrape the screen pop when a call comes in? The other option is to use the JTAPI piece to watch the IP phone but will that interfere with Personal Communicator?

Any guidance from a 10,000 ft overview would be most appreciated.
