CCM 4.2 on a MCS-7825-H3 server

Lately I have been getting complaints of not being able to dial out. This problem seems to be very intermentent. I get no errors of any kind when the problem occurs. The systme will not dial outside for maybe 1-3 minutes and corrects it's self. I am thinking I have a bandwidth problem or a call capacity problem. Can someone tell me a way to check both.
