The CDR service parameter is per-node in CUCM. If outbound calls are routing out a node where this is disabled, this would be determined by the CCM Group of the Gateway/Trunk, that would explain it.
Another possibility is the CDR agent isn't copying the CSV flat files from a subscriber to the publisher. That would suggest either a connectivity issue (run "utils diagnose test" on all nodes); or, a service is locked up. I believe the CDR service is under Network Services if you wanted to restart it.
