CER installation issues finding CM database

I am installing CER 1.1.1. I am nto able to get CER to recognize the CCM database. During the setup where you identify "Cisco CallManager Database Location for this Emergency Responder Group" it fails saying "Could not find a CallManager database on the specified server. Please check the information and retry" I have reset the passwords on the ccm publisher, and can ping the ccm publisher by hostname from the cer host.

Any ideas?

What version of CCM do you have? CER 1.1.1 will only work with CCM 3.3(3) and below.
