Cisco CUCM (6.0.1) Attendant Console

I have attendant console setup with one member, the member is using a 7961G-GE phone has dns assigned to it. When the AA Pilot number (1900) rings it goes to the phone that the attendant controls (1901, first DN on phone), however when a second call comes in, there is a fast busy. The Cisco 7961 phone is configured to roll over calls to the next lines if they are engaged. However this is not happening, how do I correct this problem.

If a line is busy, the call will be sent to the next member in the AC hunt group. Add your other line(s) to the hunt group for this pilot point.
