How can I access the CUPCA. Or Can users access the CUPCA. is there a web address on the unity server for this

when I did that I got page cant be displayed. Do I need to enable it anywhere?

Perhaps you have a DNS issue...
Try specifying the fully qualified name or IP address in the url.
