I am having problems to access the page at https://9.8.239.11:8443/ucmuser/

Who can help me.

I work for IBM and nobody is able to tell me how to access the page.

I don't have the user/password anymore

Can you help me?

Which problem accessing the URL you have ?

What device is using the IP in question (model, firmware version) ?

Why you think the page in question should be accessible to you ?

Did you asked administrator of the device ? What he answered to you ?
