Hello, just wondering if it is possible to have Web Inbox tool available for users who are NOT LDAP sync!!! (active local users) in Call Manager. Thanks

Are you referring to Unity Connection Web Inbox (ciscopca) or Call Manager User Portal? Either way, non-LDAP users should be able to access. Just make sure their COS permits it in Unity or that they have the correct Access Control Group in CUCM.
