CME SNR only working from calls coming from internal IP Phones

CME 7.1 with Verizon Business SIP Trunking

I recently upgraded to CME 7.1 to enable the SNR function.  Configured everything according to documentation and thought everything was working fine.  I only tested from internal phones and this worked perfect.  When I tested calls that rang internal snr DN then it didn't work.



IP Phone A has SNR DN of Cell Phone Z (so when anyone calls IP Phone A then Cell Phone Z will ring also)

IP Phone B calls phone A

IP Phone A rings and Cell Phone Z rings

I can pick up either IP Phone A or Cell Phone Z and all mobility functions work correctly  (Great!!)

Does not work

Cell Phone Y calls IP Phone A

IP Phone A rings but Cell Phone Z DOES NOT RING (Bummer:(

I did a debug voice ccsip to see if there was anything funny going on with the outgoing call, but didn't see CME even attempt to send an invite out

Has anyone seen this before?  Config is attached
