We are getting "conference unavailable" error when trying to conference between 3 phones. For example when im trying to conference a outisde line (landline/cell phone) we are not able to conference.
All the calls are going on PSTN but still gives "conference unavailable" written on the phone. Can anyone please let me know what can be the issue

What system are you using CUCM, CME, UC500?
Do you have conference configured, i.e. hardware conference registered, or software conference defined, etc, etc?

We are running CUCM 7 and the conference is software based

most likely the issue is with region or location?

This is likely a codec issue. Try switching a couple of test IP phones to just G711 and re-test.

Hello , Thanks for your your reply we are currently running G711 codec but still its giving the issue

if you are using g711 codec all the way than it looks like a location issue
make sure all the phone and gateway are in same locaiton
if still having the issue, please collect the call manager logs and attach here.
thanks,

Make sure the conference bridge is defined with proper device pool, and is assigned to MRG-->MRGL that is available by the phones' DP.
