CTIOS Desktop 7.0 Window

I've run into an issue with a customer in which the CTIOS Desktop goes into a Minimized mode on the Taskbar after launching. I've deinstalled, removed Reg key, Reinstalled CTIOS Agent Desktop and issue remains. Is this a known issue ?
