CUCM 11.0 - MoH Choppy/Skipping - Internal/External

I have a client where only recently the MoH sounds like garbage on internal/external calls. G.722 internal and G.711 to MGCP gateway.

CPU/RAM is fine on the server, everything else works fine. 

Music skips/cuts out, sort of like there is jitter. Restarted the CUCM and issue is still there. Tried default MoH audio file and issue is still there.
