While upgrading CUCM (publisher) from 5.1.1 to 6.1.2, we got a message saying that the upgrade is not allowed. Is there any known reason for that?

Hi Ramzi,
This upgrade *** will require you to order the Media Kits and License via PUT. It looks like you are trying the downlaod file;
Upgrade Paths To Cisco Unified Communications Manager 6.1(2)
You can upgrade directly to Cisco Unified Communications Manager 6.1(2) from:
â¢4.2(3x)
â¢5.1(2x)
â¢5.1(3x)
â¢6.0(1a)
â¢6.1(1x)

Caution: Use the ISO files that are mentioned in the "Upgrading from Cisco Unified Communications Manager Release 6.0.(1a) or higher to Release 6.1(2) by Using the UCSInstall File" section for upgrades from 6.1(1x)only.

Upgrading from Unified CM 4.x and 5.x
***If you are upgrading from 4.1.3, 4.2.3, 5.1.1, 5.1.2, or 5.1.3, use the Product Upgrade Tool (PUT) or the PUT that is for registered customers only to obtain a media kit and license or to purchase the upgrade from Cisco Sales.
To use the PUT, youmust enter your Cisco contract number (Smartnet, SASU or ESW) and request the CD/CD set. If you do not have a contract for Cisco Unified Communications Manager, you must purchase the upgrade from Cisco Sales.

However I have ordered the upgrade pak properly using the PUT tool.
Thus, the problem is still there.

actually there is no problem, you're trying to do an upgrade that is not supported and that's why you're getting the error which is working as designed.
you ALWAYS need to look at compatibility matrix in order to plan upgrades and order the right SW
Table 4 Supported Cisco Unified Communications Manager Upgrades for Release 6.x and Release 7.x

there is no upgrade from 5.1(1) to 6.1(2), you need to run any of these versions for this to work:
6.1(1), 6.0(1b), 6.0(1a), 6.0(1), 5.1(3), 5.1(2)
i'm afraid you'll have to do this in two phases
