CUCM 8.5 Ringlist.xml

On the 8.5 CUCM version if you try and change your ring tone on your phone it takes almost a minute to load the tones to the phone.  Then if you select one to play another minute before it plays...  Is there a reason for that or is there a way to speed that up?

What's in between the TFTP server holding the ringtones and the phone?? speaking of network (devices, links, etc)
