CUEAC - Can't retrieve call on hold

I have a new 8.0 install and when I am using the Operator Console, I can answer an incoming call. The only options I have are to clear, park or put a call on hold. If I put a call on hold, when I try to retrieve it I get a "not routed" error and the call hangs up. I can't find any similar threads.
