I am running CUPC 8.5.4 on Windows 7 PC and recently inbound calls to the extension assoicated with this install ring fast busy when i answer the call. also get the same fast busy when i try to make an outbound call. If i run IP Communicator the inbound or outbound calls work fine. I have removed and reinstalled the software, tried using another extension in client but the issue has not gone away. I have over 100 CUPC users and this is only occuring with one install. Any insight on the issue or sugestions? Maybe some services on the server that could be reset?

Does this Windows machine have any type of firewall running on it? If it does, the SIP packets may be getting delayed or hacked up through the firewall on the PC itself. IPC uses SCCP to communicator where as CUPC is using SIP. So its not really the same test.

Thank you for the feedback, but the firewall is not the issue. I disabled the FW completely and still have the same issues with CUPC.
