Customer on Unity connection does not want users to be able to delete their message with first 3 seconds of playback - any setting anywhere where this can be enabled ?

There's nothing that offers that level of granularity for configuration.
The best you can do is use the custom key mapping utility to remove the delete key during the header - a message playback contains the header ("message from", urgency, security level etc... that plays before the message body), then the body and then the footer ("left at 5:22pm..."). So you can turn off delete during the header but you can't turn off delete for only the first 3 seconds of the actual message body - keys defined during the body are active for the entire message body playback.
