can auto attendant on Call Manager 4 and Unity 4 be configured to allow outside callers to dial by name.

There are two ways for this. You can have outside callers go directly to a Directory Handler. Then they could dial by name. Or in your Opening Greeting, by default, Caller Input 4 is configured to go the Directory Handler built into the system.
