Can enyone tell me how to make i new dial plan, i,m new in this and i have no idea how to make it :).

the 1st thing would be searching CCO for dial plan to get information

there really is nothing much to this, search downloads for available dial plans per version, if the one you're looking for isn't there, google is your best friend to get examples and create your own route patterns

BTW, since you don't mention what you're using or versions i'm just going to assume this is CUCM 7.X
