Is it possible to have Dial Via Office without CUMA ?
Basically the client wants to dial into his CUCM 8.0(1) from his mobile phone or home landline and be able to call out from there. No other features is required.

Absolutely, look into "Mobile Voice Access" feature in SRND, feature, system gides.
