Hello Guys,
We are experiencing the following issue.
Using the same device/line, the behaviour when dialing an internation number is different depending on whether the handset is on/off-hook. If it's off-hook, the international call is routed but if the handset is on hook, after dialing "00..." an announcement warns that the call can not be completed.
Any idea?

You will need to review your dial plan, the difference here is that if you send the call on-hook, you're sending all the digits and matching something.
If you go off-hook, you're doing digit analysis digit by digit, and it seems you're matching something with 00 (or wildcards, no way to tell without looking at the config) that is configured to block the call.

The pattern is 000.! and we are dialing 00049....there is no other pattern that matches with the dialed number.
CSS used is different wheter the phone is off/on-hook?
Adding info: we are using Extension Mobility.

No, CSS is the same.
Have you used DNA to make sure nothing else matches??
Otherwise, you'll have to take a look at CUCM traces to see exactly what is going on.

Yes, I did it and it doesn't match with any other pattern.
In any case, it not make sense for me the different behaviour with the handset off or on hook....is there any parameter related to this?
