Hello Michael,
Is there a good source of information for best practices in using UCM Application Dial Rules, UCM Directory Lookup Dial Rules, CUPS Presence-->Routing-->Number Expansion, and/or UCM Calling/Called Party Transformation Patterns with CUP 7.x to accomodate E164 "+" Dialing?
Preferably samples for a centralized, international UCM deployment with overlapping dial plan and using site codes.

So in an overlapping dial plan deployment, for calls to UPC from another site you would
1) Normalize a Calling Party Number (say, 8-1-2001) to the corresponding +E164 number, using the Calling Party Transformation CSS for UPC. Missed/Received call on UPC then displays "+XXXXX (etc)"
2) Use these application dial rules to convert "+XXXXX (etc)" back to 8-1-2001 so you can dial from "missed" or "received calls" and get back to the caller (or anyone else at that site)?

Please note that "application dial rules" are not location aware. Which means, if you have different rules for different locations, ADR is probably not the solution. You should use translation pattern instead.
If same set of rules apply to all locations, you may use ADR.
