Occurs when the home cluster does not want to allow EMCC login (The Enable Extension Mobility Cross Cluster check box is not checked in the home cluster).

If all EMCC is ticketed and still gettin this error - then PSTN access needs to be checked under Cluster View
If EMCC is ticked and PSTN isn't, it will not allow the user to login in either direction
Error in Extension Mobility Logs = "Error processing EMCC request :PSTN Access is not enabled"
