Error in AD Plugin

I am trying to install schema on the schema master and getting the attached error, all registry settings are in place and remote registry services have been started as well, has anyone else ran into this problem?

Since making the registry changes, have you restarted the server? Also, make sure you're logged in with the proper account that has Schema Admins membership.

Yeah I did that and the account has proper permissions, when I look at the log, it gives me the following error.

Read schema modification registry remotely:-3

Error: schema modification is not allowed. Schema modification registry on AD is '0'

Setup failed to read remote registry key.

Error Message: Access is denied.

Just realized that my DC is a windows 2003 server, would that make a difference?
