Exchange related tabs missing from ADUC on Unity

I have an on-box Exchange running with Unity 4.0 and when I go into Exchange System Manager >> AD users and computers and go to properties of a particular user the 3 Exhcnage tabs are not there. NOTE I have enabled View>> Advanced

The advanced view wouldn't hide the exchange related tabs...

the only thing I know that would cause this is if the user doesn't have an Exchange mailbox for some reason (RUS issue perhaps?) Just a wild guess...

Right-click on that user and select Exchange Tasks. Do you see create mailbox? If yes, then the user does not have mailbox and therefore the three tabs would not exists for that user.
