Do other tools such as Port STatus Monitor have a problem? If it can't bind to the arbiter (where it gets its call information) there's something badly wrong or it's missing a file or something. Unfortunately call viewer isn't one of my stand alone tools with its own setup so you can't just run a reinstall and make sure all file dependencies are there...
The problem only occurs when accessing the call viewer. We are logging in as unityinstall, running version 4.0(3)sr1. Another thing... the Domain controller was change so we had to it in the registry, but this problem was present before making that change...
