how to block calls based ANI for individual user?

I want to know how to block calls based on ANI for individual user in CUCM?  Lets say if the individual wants to block calls from certain number.

Malicious call id - softkey will not work for our purpose.

calls come to cucm via mgcp gateway.  cucm 9.x
