Using Exchange as the message store, is it possible to limit the number of voice mail messages for a user? For instance, only allow 5 messages, new or old, to be stored in Unity / Exchange?

you should be able to do what you want to with MSM.

ITs not so much the number of messages in Unity, its the size restriction for the Unity mailbox. For example, you could have 60 messages, all 1 minute long. (60minute cap) or you could have 120 messages, 30 seconds long. (60minute cap still)
It is confusing when you start because most legacy systems go by number of messages, not so much storage based on kb's like Unity does
