What is recommended between HP and IBM. The price is almost the same, but don't which one to choose from.

It's up to the customer, I myslef find the HP easier to work with and more reliable, it's my personal preference.

For Cisco Emergeny Responder, according to capacity tool it recommends 7825-H3-IPC1 MCS server, but customer is willing to invest into a more heavy load MCS Server 7845-H2-IPC2 or 7845-H1-IPC1 which is fine by me, but I was surprised to see that either MCS7825-H3-IPC1 or MCS7845-H1-IPC1 has a better CPU speed than 7845-H2-IPC2.

7825H3-IPC1 has 3.06 GHZ

7845H2-IPC2 has 2.33 GHZ

7845H1-IPC1 has 3.44 GHZ

Does it really matter when it comes to call 911 and the CPU speed will determine how fast the call gets through.

The difference between 7845 is that it has 2 CPUs. You will not see performance difference between 7845 and 7825 on CER server, the good thing about 7845/35 is redundat power supplies.
