MeetingPlace Express out-dial to PSTN problem

Installed a MPE system with CCM 4.2(3) and all works well, except for out-dial to the PSTN. I can schedule a call for a user on a local IP Phone and MPE calls it OK. I can schedule a call to a PSTN number, and when the user clicks the URL to attend the meeting, he is given the option to click to dial out and his PSTN number is presented in the number field on the page. If you manually put 9 in front of this number (for an outside line) MPE dials OK. If you don't insert eh 9 it doesn't work.

So I set a translation rule in MPE to match 11 digits (our national PSTN number) and insert the 9. This didn't work.

So I know the CCM is routing OK because a manually inserted 9 work, but the dial rule doesn't.

Am I missing something with the dial rules? Do you need to apply them against a gateway somewhere? Or has anyone seen a dial rule issue before?

MPE is H.323 and CCM has MGCP gateways.
