Hi.
I have two 3640 routers with E1 modules installed, a back to back ISDN cable and can get ISDN L3 up and running OK.
when I change over to using MGCP I cannot get isdn L3 (multiple frames established) in show isdn status.
Below is the working output, then the MGCP non working output.

Your gateway is unable to contact and register with the Callmanager for some reason. Check connectivity between the gateway and CCM. Can you ping? Also, make sure the CCM configuration is correct for the gateway. Check the name - it should match the hostname on the gateway. Make sure it is configured for the correct type of interface.

I am still not sure what exactly i done to get it to register, but the key point was
