My company is migrating from call manager 3.1, I am doing a clean install of UCM 6.1 on a new server. Is there a way to use an upgrade tool transfer phone licenses from version 3 to 6? Or do I have to buy new phone licenses?

get in touch with licensing at licensing@cisco.com and they will send you a spreadsheet you need to fill in so they can generate your license.
it has been posted around before so if you search netpro you can find it (though anyway you will need to contact licensing and the spreadsheet needs to match the version you're going to)
